"Look at the Koreans. What are we doing?"
-Chen Duxiu, a Chinese professor, activist and founder of the Communist Party, lamenting the state of the Chinese nation [1919]
"The Cultural Policy (bunka seiji), as the Saito reforms came to be known, reformed the overtly abusive practices used by [the Japanese]... among others, the semiautonomous military gendarmerie was abolished, replaced... [with] a purely civilian police authority... the press blackout was broken, as the [Japanese] relaxed its censorship standards. Thus the Cultural Policy created an aura of change and moderation."
